Everything should now be configured at runtime, with the exception of
the `Pleroma.HTML` scrubbers (the scrubbers used can be
changed at runtime, but their configuration is compile-time) because
it's building a module with a macro.

Specify default scope in verify_credentials

Certain Mastodon/Pleroma front ends call verify_credentials to get the
default scope of a new toot.
Currently, Pleroma hardcodes this value to "public".
This patch changes it to the user's default_scope value.
